MESSIR-WIS / WMO Information System (WIS)
MESSIR-WIS is a software package which will allow you to become a GISC, DCPC or NC.
Thanks to MESSIR-WIS you will go through WIS steps A and B to enter the WMO WIS community and reap the benefits.
WIS Step A is ensured by the development and consolidation of traditional GTS switching capacities with MESSIR-COMM.
WIS Step B is implemented by the various MESSIR-WIS modules: WIS-compliant Web Portal, Metadata Management, Synchronization with other WIS centres around the world.
In the recent years, WMO specified a new way of exchanging and sharing Met data internationally: the WIS. The GTS network, well known for decades, is now evolving towards the WIS.
- The WIS turns the existing network (GTS) into a web-based environment.
- Allowing a worldwide access to any Meteorological data using a Google-like search engine.
- Allowing to share data at world level by standardization of data description.
The implementation of MESSIR-WIS is based on current WMO Information System in a gradual and evolutionary process. It consists of two steps that are developed in parallel:
- Step A: Continued strengthening and improving of the GTS to provide WMO programs with data which is absolutely necessary for their operations or for which the time factor plays a viral role.
- Step B: Expansion of information through flexible search services, consulting and data retrieval services to authorized users, flexible and prompt transmission services. The internet plays a vital role in this case.
MAIN FUNCTIONS
MESSIR-WIS allows your Met Centre to offer to end-users:
- a DAR catalogue (Discovery, Access and Retrieval) to discover and find meteorological products by their description and geographical location.
- Automatic reception of selected products on routine basis.
MESSIR-WIS allows your Met Centre to:
- Forward (upload) your national data to WIS users / other WIS centres.
- Identify (control) customers and users; assess their "role".
- Manage end-user subscription to receive selected products on routine basis.
- Edit Metadata (Metadata editor) so that product providers can describe their products.
- Synchronize metadata catalogues with other WIS centres around the world.
- Upload and share weather and climate added value products.
- Download data and products via available networks / circuits
